  • Confirm surveillance cameras are recording and correctly aimed
  • Confirm the alarm and duress systems test correctly
  • Confirm the vault timer and dual-control locks are functioning
  • Confirm lobby lighting, HVAC, and signage
  • Confirm the branch is clean and the lobby is presentable
  • Confirm rate boards and disclosures are current

The physical ATM inspection matters more than the online status check. A skimmer reports nothing; it has to be seen and felt.

Cash Operations Opening

  • Open the vault under dual control
  • Record the vault opening in the log with both signatures
  • Issue teller cash drawers under dual control
  • Each teller counts and verifies their drawer independently
  • Record each drawer's starting balance
  • Confirm the cash on hand against the general ledger
  • Confirm the branch is within its cash limit
  • Confirm the coin and currency order for the day

Dual control means two people, both present, both signing. A drawer issued by one person is a control failure whether or not anything is missing.

Lobby Readiness

  • Confirm brochures, forms, and disclosures are stocked and current
  • Confirm the ATM receipt paper and deposit envelopes are stocked
  • Confirm the customer waiting area is clean
  • Confirm the queue system or greeter position is staffed
  • Confirm signage for hours, holidays, and fees is accurate
  • Confirm accessibility paths are clear

During the Day

  • Monitor teller drawer limits and buy back excess cash under dual control
  • Confirm large cash transactions are documented per policy
  • Complete currency transaction reports within the required window
  • Escalate suspicious activity per the reporting procedure
  • Confirm dual approval for any override or exception
  • Confirm all customer identification requirements are met at account opening
  • Secure all negotiable instruments when unattended
  • Confirm no cash or documents are left on a desk unattended

The clean desk standard is one of the simplest and most frequently violated controls in a branch. Anything negotiable goes in a locked drawer whenever the desk is empty.

The Closing Sequence

  • Confirm all customers have exited before locking the doors
  • Lock the entrance at the posted closing time
  • Balance each teller drawer independently
  • Investigate and document any difference immediately
  • Return all cash to the vault under dual control
  • Record the vault closing with both signatures
  • Confirm branch cash on hand matches the ledger
  • Secure all negotiable instruments, official checks, and cards
  • Secure all keys per the key control policy
  • Confirm all customer documents are filed or shredded, not left out

An out-of-balance drawer is documented on the day it happens. Differences that are reconciled quietly by moving cash between drawers turn a small discrepancy into a serious finding.

End of Day Systems

  • Complete end-of-day processing in the core system
  • Confirm all transactions are posted
  • Confirm the ATM balance and replenish per schedule
  • Confirm the night deposit box is emptied under dual control
  • Confirm the surveillance system is recording
  • Confirm all computers are locked or logged off
  • Confirm the safe deposit area is secured

Closing Security

  • Two employees complete the closing walkthrough together
  • Confirm all rooms, restrooms, and closets are clear of persons
  • Confirm all interior doors are secured
  • Confirm all exterior doors and windows are locked
  • Arm the alarm and confirm the confirmation signal
  • Employees leave together and watch each other reach their vehicles

Leaving together is a personal safety procedure, not a courtesy. Branch staff are targeted at closing time more than at any other point in the day.

Weekly and Monthly Controls

  • Conduct a surprise cash count of each teller drawer
  • Verify vault cash under dual control
  • Review the key and combination control log
  • Confirm combinations are changed after any staffing change
  • Test the alarm and duress systems with the monitoring company
  • Review access rights against current staffing
  • Confirm all required training and certifications are current
  • Review dormant and inactive account handling
  • Confirm safe deposit box access logs are complete

Combinations change when staff change. A departed employee whose combination still works is an open finding and a real exposure.

Audit Readiness

  • Confirm every log has been signed on every business day
  • Confirm exceptions are documented with resolution
  • Confirm required reports were filed within their deadlines
  • Confirm all disclosures posted are the current versions
  • Confirm the business continuity plan is current and staff know their roles
